Five states—Tennessee, Louisiana, Oklahoma, Utah and Idaho—have pledged to become the nation’s new nuclear waste hubs, offering to store spent fuel and other radioactive materials in return for federal backing to build new nuclear power plants.

The Department of Energy (DOE) described the proposal as a non‑binding framework that fits into a larger plan to launch Nuclear Lifecycle Innovation Campuses. These campuses would bring together waste storage, uranium enrichment, spent‑fuel reprocessing, fuel fabrication, advanced reactor deployment and even data‑center operations under one roof.

All five governors are Republicans, and they framed the move as a chance for the United States to reclaim leadership in civilian nuclear energy. Gov. Bill Lee of Tennessee highlighted his state’s historic role in the Manhattan Project and declared, "Tennessee is ready to advance the safe, reliable energy solutions our nation depends on." The DOE’s statement added that the campuses could attract up to $50 billion in private investment and generate as much as $10 billion in state and local tax revenue. Energy Secretary Chris Wright called the campuses an "innovative concept" that would "get America’s nuclear industry growing again."

The proposal tackles a long‑standing problem: more than 95,000 metric tons of spent fuel sit on site at 76 reactors across 34 states. By moving the material away from population centers, fault lines and flood plains, experts say the new sites could improve community consent for long‑term repositories. The DOE also noted that, if built, the campuses would provide federal loans worth billions of dollars to eligible projects.

In the announcement, Tennessee’s Oak Ridge National Laboratory, Idaho’s Idaho National Laboratory and Utah’s historical contributions to the Manhattan Project were spotlighted. Rep. Mike Levin of California—who has championed funding to remove spent fuel from decommissioned plants—called the selection of states a "monumental step in the right direction." Scott Roecker, a former National Nuclear Security Administration official who now advises the Nuclear Scaling Initiative, praised the concept but warned that reprocessing spent fuel for reuse would be costly and raise security concerns.

The initiative arrives amid President Donald Trump’s push to quadruple domestic nuclear production to meet rising electricity demand from data centers and artificial intelligence applications. Trump has also directed the Nuclear Regulatory Commission to revise safety standards, moving away from the long‑standing "as low as reasonably achievable" principle. The DOE’s request for information on campuses follows a stalled plan for a permanent underground facility at Nevada’s Yucca Mountain, which has faced strong opposition from residents and officials.

Congress now must authorize the campuses and set up oversight. While the DOE says the sites could become hubs for advanced nuclear technology and job creation, the federal government has not yet committed funding or regulatory approval. The states’ governors have expressed readiness to host the sites, but the final decision will hinge on congressional action, federal funding and community consent.

The proposal could mark a turning point in the United States’ nuclear waste strategy, offering a way to store spent fuel while spurring economic growth and advancing nuclear technology. The next steps will involve congressional hearings, detailed site assessments and the development of regulatory frameworks to ensure safety and environmental protection.
