Colorado Arrests One of Two Teens Wanted in Philadelphia Murder of Penn State Student
On the evening of June 6, 2026, 22‑year‑old Penn State senior Billy Schmidt was walking home from a bar on the 1900 block of Durfor Street in South Philadelphia when two teenagers tried to rob him. Police reports say the teens stole Schmidt’s cellphone, and as the victim chased them, one of the youths fired a single shot into his chest. Schmidt died shortly after reaching a nearby hospital.
The United States Marshals Service (USMS) announced on July 1 that Azzubair Outen‑Fleming was taken into custody during a raid on a relative’s home in Colorado Springs, Colorado. He is being held at the Zebulon Pike Youth Center while extradition proceedings to Philadelphia are underway. Both teens face murder charges.
Philadelphia District Attorney Larry Krasner has said investigators believe the other suspect, Kaiseem Smith, was the shooter. Smith, 16, is described as 4 ft 10 in tall, weighing about 110 lb, and is said to live in Wilmington, Delaware, while frequently visiting the 27th and Reed area of Philadelphia.
The USMS has offered a $10,000 reward—$5,000 for each suspect—for information leading to their arrest. Philadelphia Police have added a $20,000 reward for an arrest and conviction. In a related development, the Marshals Service arrested Dante Abdul Malik, 35, the stepfather of Outen‑Fleming, who faces charges of hindering apprehension and tampering with evidence.
Authorities urge anyone with information to contact the Philadelphia tip line at 215‑686‑TIPS or the USMS tip line at 1‑866‑865‑TIPS(8477). The case is being handled by the USMS Colorado Violent Offender Task Force and the Philadelphia Police Department.
Schmidt was a senior at Penn State University, slated to graduate in December, and had been watching the NBA Finals with friends before the incident. The shooting has drawn attention to the safety of students returning home from late‑night activities.
While Outen‑Fleming has been apprehended, Smith remains at large. Police continue to canvass the 27th and Reed area and surrounding neighborhoods for leads, and the USMS has stated it will pursue every tip and associate in the search.
As of now, the case is pending extradition proceedings for Outen‑Fleming and ongoing efforts to locate Smith. No further arrests have been announced. The Philadelphia District Attorney’s office has not released additional statements beyond those already made by Deputy Commissioner Frank Vanore and Supervisory Deputy U.S. Marshal Robert Clark.
The community is awaiting the outcome of the legal process. The victim’s family has expressed a desire for justice, and the city has pledged to support the investigation until the suspects are brought to trial. The case underscores the challenges of cross‑state law enforcement cooperation and the continued risk of violent crime in urban areas.
